There is a growing wave of community opposition to the use of garbage incinerators. This opposition is based on real concerns about the health risks of incinerators. Commmunity Groups have proven to be extremely effective. In 1988, Kidder, Peabody & Co. a Wall Street investment broker with a stake in garbage incineration stated that "Public opposition will remain the toughest hurdle for this industry over the next several years." Garbage incinerators are also very risky financially. In an article titled,"Energy from Garbage Loses Some of Promise as Wave of the Future," the Wall Street Journal stated that incineration "could become for municipalities what the nuclear plant building binge was to electric utilities in the 1970's. It plunged many into an economic and environmental swamp in which a few are still mired."
